Cursor agent says 'Now let me run the tests' and then just stops

Third time today. I give the agent a task, it edits 3-4 files, writes something like

Now let me run the tests to verify the changes.

and then... nothing. No command, no terminal, the chat just shows as finished. If I type "continue" it does exactly one more step and stops again.

Is this a setting somewhere? I'm on the Pro plan, model is on Auto.
