A SCOPE.md that says what the app is NOT. Bolt reads it when you reference it, and it stopped adding dark mode toggles I never asked for.

This app is an internal inventory tool for one team.

It is NOT:
- a public website
- multi-tenant
- themed (no dark mode, no settings page)
- localized

When a change would move it toward one of these, stop and ask.
